The 13” is great for small lawns. It does the job and it is so small and light that it is easy to store in the garage. You can practically hang it on the wall even.

Don't disagree that 13" is ludicrously small, but WHOLEHEARTEDLY dispute that yard work isn't exercise. That's a good question. I think to make the same tool cheaper (with lower capacity batteries) and better match the needs of the customer.
