Those sold from Woot is not working anymore, MS not recognize them, all purchase need to be charge back and trouble deal with CS, not suggest deal.

I had Office 2019 installed before executing Setup.exe in the .IMG file, instead of installing from the virtual disk, it actually automatically downloaded from Microsoft, and upgraded all of the Office 2019 programs, including Publisher, and OneNote, besides Word, Excel, PowerPoint, and Outlook.
